Carla Brock

Experience: Since 2003, Carla has served as Billings and Accounts Receivable Coordinator for HLO. She is responsible for: reviewing, processing, and auditing all time allocations relating to billings; preparing, processing, and mailing invoices to clients; and processing all payments received from and credited to client accounts.

Between 2001 and 2003, Carla worked as a Claims Examiner for Claim Services, LLC. There, she worked as a third-party administrator catering to self-insured companies.


Betty Lou Edmiston

Education: BS in Sociology (1983); BA in Business Administration and Economics (1983), and AA degree in Liberal Arts With Emphasis In Teacher Education (1981).

Experience: Since 2002, Betty has served as File Management Coordinator for HLO. She is responsible for: file management and organization; preparing new and closing old files; scanning, and file closure.

Between 1988 and 2001, Betty worked in a number of clerical and administrative capacities for the Commonwealth of Kentucky, including Executive Assistant to a State Executive Director. In addition to her general duties, she also coordinated and conducted word processing training courses for a number of county and regional offices.

Education: BA Journalism (Candidate 2010), University of Kentucky, Lexington, KY; High School Graduate (2006), Lexington Christian Academy, Lexington, KY.

Experience: Since 2004, Andrew has served as Administrative and Audio-Visual Intern for HLO. He is responsible for preparing value-added information technology and audio-visual projects within the scope of HLO attorney evidentiary, seminar, and CLE presentations.

Experience: Since 2006, Chelsie has served as Legal Intern for HLO. She is responsible for numerous clerical, administrative, and logistical tasks.

Experience: Since 2003, Nicole has served as Legal Assistant and Incoming File Coordinator for HLO. She is responsible for reviewing, processing, and analyzing incoming files, as well as performing a number of other legal and clerical duties.

Between 2001 and 2003, Nicole worked as a Claims Examiner for Claim Services, LLC.


Greta Spencer

Managing Paralegal

Education: BA in Paralegal Studies (1991), Morehead State University, Morehead, Kentucky.

Experience: Since January 2002, Greta has served as Managing Paralegal for HLO. She coordinates the development of medical and lay proof for workers’ compensation and Federal Black Lung claims; assists attorneys as they prepare for depositions and hearings; maintains attorney calendars for scheduled appearances and deadlines; and assists clients with information regarding cases.

Between 1998 and 2001, Greta worked at Stoll, Keenon & Park. In her role there, she: coordinated proof development and depositions for five attorneys and prepared all associated documents; and maintained case journals.

In 1997, Greta worked at the Office of Workers' Claims. In that capacity, she was responsible for: issuance of Opinions and Orders by Administrative Law Judges; maintaining Administrative Law Judge dockets and file maintenance.


William David Woods

Education: MBA (2009), The University of Tulsa, Tulsa, OK; MSc in Environmental Policy & Management (Candidate 2010), The American Public University, Manassas, VA; BA in Economics (2003), The University of Kentucky, Lexington, KY; High School Diploma (1991), Sayre School, Lexington, KY.

Experience: David serves in the capacity of Managing Consultant for HLO, PLLC. He has worked with the practice since its inception, and his role at HLO has expanded exponentially since that time. David executes outside the office audit, financial, and paralegal consulting to business entities. He has a knack for forensic claims auditing and scheduling prospective financial flows that stem from federal and state occupational claims. A recent project resulted in an 800-hour audit and actuarial study of the workers’ compensation claims of a public, self-insured coal company.

Prior to returning to college and working for HLO, David operated independently as a derivatives trader and financial analyst in New Orleans, Chicago, and Lexington, KY. He acquired a nuanced understanding of energy commodities and interest rate instruments during that time.
